First MoUs underway 

In June 2025, Cabinet agreed to progress City and Regional Deal discussions with three regions. Memoranda of Understanding outlining each region’s objectives for a Deal have been agreed.  

The selected regions are Auckland, Western Bay of Plenty and Otago Central Lakes, as robust and viable candidates for a Deal in 2025/26.  The selected group also showcases the diversity of the New Zealand economy, from tourism to horticultural exports.  

City and Regional Deals will develop significant economic potential, boosting growth and supporting targeted infrastructure investment that enables and responds to regional needs. This is supported by a commitment to collaboration between central and local government, making it easier to deliver aligned priorities.  

The Government will now progress Deal discussions with these three regions, with first Deal to be agreed by the end of 2025.  

A process will be established for the ongoing development of further deals.
