Final decisions on Archives and National Library review
21 October 2026
Archives New Zealand and the National Library have confirmed organisational changes to staff.
Staff were updated at a meeting this afternoon on the final decisions following an internal change review, part of a programme of work led by National Librarian Te Pouhuaki Rachel Esson and Chief Archivist Poumanaaki Anahera Morehu.
These changes ensure services continue to be delivered as well as realising savings.
The final decisions mean fewer roles will be disestablished than originally proposed, with an overall net reduction of 44.9 FTE, including closure of 38.2 FTE in vacancies.
The decisions build on the July 2025 decision to bring the two institutions closer together while maintaining their distinct statutory responsibilities, core services and identities. The changes reduce duplication and further strengthen collaboration.
“We need to ensure Archives New Zealand and the National Library can continue to protect, preserve and provide access to New Zealand’s documentary heritage and collections,” said Ms Esson.
“These changes position us to continue delivering our services within available resources. While some services may be delivered differently, New Zealanders will continue to have access to the services and collections they rely on.”
Feedback from staff was carefully considered and resulted in changes to the original proposal, including the retention of three archivist positions.
“We thank everyone who contributed. The feedback was thoughtful and helped strengthen the final decisions. We recognise that change can affect people in a range of different ways and we are committed to supporting our staff through the transition period.”
The new structure will take effect from 30 November 2026.
Additional information:
As previously indicated by the National Librarian, the Music Hire Service is continuing, and the collection remains an important part of the National Library's holdings. Customers will be able to continue to access music scores through established library systems and processes. Any changes to service delivery will be communicated to users to ensure continuity and ease of access.
This was an internal change process and, while we do not comment on individual employment decisions, specialist music expertise remains strong at the National Library. Customer enquiries and collection management will continue to be supported and managed through existing teams.
Of the 44.9FTE roles being reduced, 38.2FTE are vacancies being closed.
Like all public sector institutions, Archives New Zealand and the National Library will continue to review their operations to ensure they are delivering services efficiently and sustainably. Any future organisational changes would be considered separately and would follow appropriate consultation and decision-making processes.
