Government App Programme names Dave Clark NZ and MATTR as key delivery partners

The Department of Internal Affairs (DIA) has appointed two New Zealand technology vendors to advance the Government App Programme. Dave Clark NZ has been selected to build the core Government App and MATTR will supply the digital wallet technology that underpins the app’s credential and wallet features.

Dave Clark NZ has been selected to design and develop the app for iOS and Android and integrate supporting technologies to give users a seamless, secure, and effortless experience. The firm, headquartered in New Zealand with a presence in Australia and Singapore, brings extensive digital design and user experience capability and has delivered trusted apps for well-known New Zealand brands.

MATTR has been selected to provide the underlying digital wallet technology that will let users store and present digital credentials in a way that is private, secure and user controlled. The company is a recognised leader in digital trust and open standards for digital identity. MATTR has worked with governments and private sector clients globally and partnered with DIA earlier this year on the NZ Verify app.

“Bringing on two world-class New Zealand vendors to support the government app will help tailor the experience to our context while maintaining the utmost levels of user privacy, safety and security,” says Myles Ward, Deputy Government Chief Digital Officer.

An initial build with basic functionality is planned for release before the end of 2025 and will be followed by subsequent releases with additional functionality.

About the Government App Programme
The Department of Internal Affairs (DIA) has begun work on an app that will improve the way New Zealanders interact with government. The government app will provide a secure way for agencies to communicate with New Zealanders, a safe digital wallet to hold accredited digital credentials, and a direct way to access government services and make payments. The app will prioritise usability, security and privacy for all users and will always be optional to use.
