When legislation is created, changed or reviewed the government agency responsible must assess the legislation against a set of principles for responsible regulation as set out in the Regulatory Standards Act 2025. This requirement is supported by the Cabinet Circular CO (26) 2: Expectations for Good Law-making | Department of the Prime Minister and Cabinet (DPMC).
To support this assessment, the following documents must be produced:
- Consistency Accountability Statements;
- Summaries of Underpinning Analysis; and
- Minister/maker Statements of Reasons (if an inconsistency with the principles is identified).
