Summary of submissions on the proposal to include the QCOM 1.6.7 in Class 4 minimum standards for the Electronic Monitoring System (EMS)
In early 2026 the Department of Internal Affairs Te Tari Taiwhenua consulted with the sector on its proposal to incorporate the Queensland Government’s Communications protocol QCOM 1.6.7 into the minimum standards for the Class 4 Electronic Monitoring System (EMS). We also proposed incorporating updated versions of related Queensland Government documents for the EMS site controller and venue fibre optic loop (LAN).

The proposal to incorporate the QCOM 1.6.7 communications protocol into the minimum standards for the Class 4 Electronic Monitoring System (EMS) includes updating references to the most recent Queensland Government documents relating to the EMS site controller and the venue fibreoptic loop (or LAN).
