National Gaming Machine Standards and Class 4 Game Rules

The Department is conducting targeted consultation with the casinos, class 4 operators gaming machine manufacturers, accredited testing facilities, problem gambling treatment providers and the Ministry of Health on the minimum standards for electronic gaming machines and the class 4 game rules.

The proposed new standard includes:

  • a number of technical and wording changes to improve the clarity of the standards;
  • expanded rules for skill-based games;
  • allowing players to select that messages appear in languages, other than official languages;
  • updated requirements for random number generators and choice algorithms to be cryptographically strong (i.e. outcomes cannot be predicted).

We are also taking this opportunity to make minor technical changes to the Class 4 game rules that include improvements to communication between technicians in venues and the electronic monitoring system. This should reduce error rates in the installation of gaming machines.
