Offshore Islands District Plan

The Resource Management Act 1991 requires all territorial authorities in New Zealand to provide their communities with a District Plan. The Department of Internal Affairs is engaged in developing a District Plan for Motiti and Mayor (Tuhua) Islands on behalf of the Minister of Local Government, who has the responsibilities of a territorial authority for those islands (see background information about Plan Preparation and Drafting).

Proposed Mayor (Tuhua) Island District Plan
The proposed District Plans were publicly notified on Saturday 16 December 2006, with a closing date for submissions of 9 March 2007. Proposed Motiti Island District Plan The Submissions Process
Submissions closed on 9 March 2007. Copies of all the submissions are available at the link below: Following the receipt of public submissions, a summary of the submissions lodged to the Proposed Motiti District Plan and the Proposed Tuhua District Planwere prepared and sent to all those who made submissions. This was publicly notified and further submissions, lodged in support or opposition to any original submissions, were accepted until 21 May 2007. Copies of all further submissions are available at the link below: The Minister appointed a Hearing Panel to assess the Proposed Plans and the submissions lodged to them, including further submissions. The Panel held a public hearing to enable submitters to present their submissions. This process has now been completed.

Hearing Panel's Report on Proposed Mayor (Tuhua) Island District Plan
The Hearing Panel's report was completed by the Panel on 9 May 2008 and was publicly released on 25 October 2008 by the Minister of Local Government, Hon Nanaia Mahuta, in her role as territorial authority for the offshore island of Mayor (Tuhua). Link here to the report:
Further Appeals
Any person who was a submitter, or lodged a further submission, and who is not satisfied with the decision reached by the Hearings Panel about a matter in their submission, may appeal that decision to the Environment Court within 30 days of the date of the Hearing Panel's report being publicly notified on 25 October 2008. (Appeals will be accepted until 20 February 2009).

Hearing Panel's Report on Proposed Motiti Island District Plan
The Hearing Panel's report was completed on 14 August 2007 and was publicly released on 3 November 2007 by the Minister of Local Government, Hon Mark Burton, in his role as territorial authority for the offshore island of Motiti (the period of 30 days for appeals to this decision has now elapsed). Plan Preparation and Drafting
The Department contracted Beca Carter Hollings and Ferner Ltd (Beca) to prepare and write the District Plan for Mayor (Tuhua) and Motiti Islands.

The following newsletters have been sent to all island residents, tangata whenua tribal affiliations, and other stakeholders. These newsletters explain what the District Plan is, how it will be prepared and its importance to the residents and the future of the islands. They also provide progress reports. There have been a number of hui and meetings with tangata whenua representing both islands, and contact from organisations and individuals with interests on the islands.

Following the hui and meetings, a draft plan was prepared and presented to Motiti island interests for their comment.

The Mayor (Tuhua) Island draft plan was developed with the assistance of both the Tuhua Trust Board.
