Te Pakirehua Kāwanatanga ki te Momotunga Kora ki Tāmaki Makaurau - Government Inquiry into the Auckland Fuel Supply Disruption


The Government Inquiry into the Auckland Fuel Supply Disruption - Te Pakirehua Kāwanatanga ki te Momotunga Kora ki Tāmaki Makaurau - is an independent inquiry commencing on 10 December 2018.

The Refinery to Auckland Pipeline was shut down for 10 days following the discovery of a leak on 14 September 2017. This led to rationing of jet fuel supplied to the Auckland Airport, flight cancellations, and stock-outs of some ground fuels (mainly premium petrol) at a number of service stations around Auckland.

The Inquiry aims to draw lessons from the event to provide recommendations for improving the resilience of fuel supply in the Auckland region. It will not look into whether issues of criminal or civil liability arise.

The Inquiry will report back to the Minister of Energy and Resources in June 2019.

Inquiry members

The two inquiry members are Elena Trout (Chair), and Dr Roger Blakeley.

Elena Trout

Elena Trout has an engineering background and boasts a wealth of governance experience. She was President of the Institution of Professional Engineers of New Zealand (2016-2017), (now Engineering New Zealand), and is on the board of Contact Energy, Harrison Grierson, Ngāpuhi Asset Holdings Ltd, the Energy Efficiency and Conservation Authority and Marsden Maritime Holdings. She has previously been a board member of the Electricity Authority and Transpower and has held roles as a director or management consultant in a wide range of organisations across the transport, energy, petrochemical, oil and gas, and utilities sectors.

Dr Roger Blakeley

Dr Roger Blakeley has a background in civil engineering, and vast experience in leading development of strategies in relation to local government and infrastructure.  He is currently an elected member of the Greater Wellington Regional Council, and a director of Wellington Regional Council Holdings Ltd, Port Investments Ltd and Greater Wellington Rail Ltd. He was the Chief Planning Officer of the Auckland Council, and the Chief Executive of the Porirua City Council, the Department of Internal Affairs, and the Ministry for the Environment.
