PurposeThe Disarmament Education UN Implementation Fund (DEUNIF) is intended to assist New Zealand Non-Government Organisations (NGOs) in implementing the recommendations of the 2002 United Nations’ Study on Disarmament and Non-Proliferation Education.
Key informationEach year $150,000 is distributed to NGOs.
The closing date for applications is 31 May of each year.
Background to the FundThe Disarmament Education United Nations Implementation Fund was set up in 2004. The Fund is intended to implement the recommendations of the 2002 United Nations Study on Disarmament and Non-Proliferation Education. Activities funded include ongoing core funding for NGOs, with organisations implementing at least one of the recommendations in the UN study.

Fund guidelinesApplications are considered by the Public Advisory Committee on Disarmament and Arms Control (PACDAC) and administered by the Department of Internal Affairs. PACDAC was set up with the establishment of the New Zealand Nuclear Free Zone Disarmament and Arms Control Act 1987.
Terms of reference
This Fund is intended to assist New Zealand Non-Government Organisations (NGOs) in implementing the recommendations of the 2002 United Nations Study on Disarmament and Non-Proliferation Education.
Many of the Study’s recommendations are written for the action of UN member states. For the purposes of this Fund, however, the actions can be taken by NGOs.
NGOs applying for this funding should demonstrate how they would implement at least one of the recommendations in the UN Study on Disarmament and Non-Proliferation Education.
NGOs may apply for core funding for ongoing work programmes for up to three years.
PACDAC may at times approach NGOs to contract particular work to assist in implementing the Study.
It would be an advantage for applicants to:
- be able to demonstrate an institutional capacity to undertake the work / project
- have a proven record of achievement in the area of disarmament education
- have relevant qualifications to perform the work in question
- have a advantage to build capacity for national outreach / effectiveness
- be in a position to network with and share knowledge / resources with similar NGOs and with government officials overseas and with the United Nations to increase the impact of the work, where this is applicable
- have a national and international focus for their educational activities.
Applicant eligibilityProjects will, in general, promote greater public understanding of disarmament education matters and of the issues presented in the UN study. Some examples of eligible activities for funding are:
- ongoing core funding for some NGOs
- longer-term projects like a website
- training or knowledge-gathering opportunities eg: attendance at a conference overseas (provided it could be demonstrated that it would contribute to the implementation of the UN Study on Disarmament and Non-Proliferation Education).
Eligibility for consideration by the Fund
- applicants must be based in New Zealand
- application proposals must not be contrary to any policy of the New Zealand Government
- funds received from the Fund must be used for charitable purposes
- applicant organisations must be able to demonstrate an institutional capacity to undertake the work / project proposed
- applicant organisations must have a proven record of achievement in the area of disarmament education
- applicants must have relevant qualifications to perform the work in question
- individuals, if they wish to apply, would need to do so under the umbrella of an NGO. The funding would be paid to the NGO, which would be accountable for it.
- applicant organisations must have a capacity for national outreach / effectiveness
- applicant organisations must be in a position to network with and share knowledge / resources with similar NGOs and with government officials at home and overseas, and with the United Nations, to increase the impact of the work, where this is applicable
- applicant organisations are to provide a copy of their latest audited accounts
- repeat applications must provide a completed full accountability report from the last DEUNIF funding received.
It has been the experience of PACDAC that the total amount of funding requested during each funding round far exceeds the amount available for distribution. Consequently, the advisory trustees have formulated policies to help them determine which projects are deemed a higher priority and which projects must unfortunately miss out.
It is the Fund’s policy not to give funding to projects to fund the purchase of land, buildings, furniture or fittings.
The Fund will not fund retrospective projects. That is, projects that have already been completed or events that have already taken place.
Assistance is, dependent on the availability of funds. In cases where a project is highly recommended but funds are not available within the current funding round, the applicant may be invited to resubmit the application at a later date.
The decisions of the advisory trustees and of the Trustee are final. Please note that they will not enter into further discussions about those decisions or about the relative merits of any application.
