Background to the Fund

The Disarmament Education United Nations Implementation Fund (DEUNIF) was established in 2004 by the New Zealand government to assist New Zealand non-government organisations (NGOs) in the implementation of the 2002 Report of the Secretary-General, United Nations Study on Disarmament and Non-Proliferation Education.

The Public Advisory Committee on Disarmament and Arms Control (PACDAC) reviews DEUNIF applications and makes funding recommendations to the Department of Internal Affairs. DEUNIF grants are administered by the Department of Internal Affairs.

The Minister for Disarmament and Arms Control chairs PACDAC, which is comprised of eight New Zealand peace and disarmament experts. PACDAC is also responsible for making decisions on the grants from the Peace and Disarmament Education Trust. The Ministry of Foreign Affairs and Trade acts as the secretariat for PACDAC.

Purpose of the Fund

The fund has been established to provide for costs related to the administration and running of education programmes by New Zealand NGOs which promote greater public understanding of disarmament matters and the issues presented in the 2002 United Nations Study on Disarmament and Non-Proliferation Education.

The funding is specifically for annual administration for the organisation in running the education programmes.


Objectives of the Fund

DEUNIF grants assist NGOs to implement the recommendations of the
2002 United Nations Study on Disarmament and Non-Proliferation Education.

The outcomes of the Fund are to:
  • advance New Zealand’s disarmament interests
  • contribute to New Zealand’s profile regarding international disarmament issues.

There is one funding round a year for DEUNIF grants.

Funding Criteria

Projects

Projects must: Eligible projects include:
  • ongoing funding of administrative costs for NGO work programmes
  • longer term projects such as a website
  • training or knowledge-gathering opportunities such as attendance at a conference overseas provided there is a demonstrated contribution to the implementation of the United Nations Study on Disarmament and Non-Proliferation Education.
Projects will, in general, promote greater understanding of disarmament education matters and of the issues presented by the UN Study.

NB: Many of the Study’s recommendations are written for the action of UN member states. For the purposes of this Fund, however, the actions can be taken by NGOs.


What will not be funded

DEUNIF will not fund:
  • activities that are considered to be contrary to any policy of the New Zealand government
  • projects to fund the purchase of land, buildings, furniture or fittings
  • retrospective projects.

Applicants

Applicants must:
  • be a not-for-profit community organisation
  • be based in New Zealand
  • demonstrate an institutional capacity to undertake the proposed work/project
  • have appropriate governance, management and financial accountability relative to the size and complexity of the project
  • have suitable qualifications to perform the work
  • where applicable, be in a position to network and share knowledge and resources with similar NGOs and government officials within New Zealand, overseas, and with the United Nations to increase the impact of the work
  • have a capacity for national outreach/ effectiveness
  • have a proven record of achievement in the area of disarmament education.

Period of funding

NGOs may apply for core funding for ongoing work programmes for up to three years.
Funding of projects in consecutive years will only be considered if a new application form is received, the project or programme has made satisfactory progress and accountability reports have been received. An application does not necessarily mean that funds will be granted.


Funding levels

$150,000 is available to distribute each year to suitable projects.

In cases where a project is highly recommended but funds are not available in the current funding round, the applicant may be invited to resubmit the application at a later date. An invitation does not necessarily mean that funds will be granted.


How to apply

Download and complete the DEUNIF application form.

Once the form is downloaded to your computer, fill in the form electronically and save the edited version to your computer. Then print it out and sign it. Send the signed form and required information to the address below by mail. Applications must be received by 5pm 31 May. Late applications may not be considered for funding.
