How to Apply for a New Zealand Passport

Application Process

Under the Passports Act 1992, you must be a New Zealand citizen to be issued with a New Zealand passport. The Passport Application Form covers: The Passport Application Form must be completed in full if:
  • You are applying for a passport for the first time;
  • You wish to replace your current passport;
  • Your passport has expired; or
  • Your passport has been lost or stolen.


Supporting Documents

Most first time passport applicants do not need to provide supporting documents such as New Zealand birth, marriage, civil union or citizenship certificates to prove name details and entitlement to a New Zealand passport.

Some first time applicants will still need to provide supporting documentation as our computer records only cover New Zealand births, marriages, civil unions and citizenship records. For further details on what documents to send, see below. If you are required to provide documents, they must be originals, not photocopies or certified photocopies.

Previous New Zealand passport holders wishing to renew their current or expired passport must still send their most recent passport with the application form.

Proof of New Zealand Citizenship

You will not need to send your citizenship documents if you:
  • Were born in New Zealand and are a New Zealand citizen by birth;
  • Obtained New Zealand citizenship by Grant; or
  • Obtained New Zealand citizenship by Descent Registration after 1 January 1978.
You will need to send your citizenship documents if you:
  • Obtained New Zealand citizenship by other means;
  • Are a first time applicant born in the Cook Islands, Niue or Tokelau.
If required, New Zealand citizenship certificates can be obtained from the Citizenship Office.

Proof of Name Change Details

You will not need to send your name change documents if you:
  • Have changed your name by marriage or civil union in New Zealand; or
  • Were born in New Zealand and have changed your name by statutory declaration or deed poll in New Zealand.
You will need to send your name change documents if you:
  • Have changed your name by marriage or civil union outside New Zealand;
  • Were born in New Zealand and changed your name outside New Zealand; or
  • Were born outside New Zealand and changed your name inside or outside New Zealand.
If required, New Zealand birth, marriage and civil union certificates and change of name documents can be obtained from Births, Deaths and Marriages.

Proof of Identity

You will require an identity witness to formally identify you on the application form and certify one of your photographs.

A witness must not:
  • Be a relative;
  • Be your partner; or
  • Live at the same address as you.
A witness must:
  • Be aged 16 years or over;
  • Be the holder of a valid New Zealand passport;
  • Have known the person applying for the passport for more than 12 months (or since birth for a child under 12 months);
  • Have a daytime contact telephone number;
  • Be contactable during normal business hours; and
  • Be willing to provide the required personal details such as their date of birth and home address.
A witness will:
  • Fill in the Proof of Identity page in their own handwriting; and
  • Write the full name of the person applying for the passport on the back of one of the photos, write the date and sign their own name on the back of the same photo.
What if I can't find a witness who holds a valid New Zealand Passport?
If a witness cannot be found who holds a valid New Zealand passport, choose someone from the following groups to act as the witness. They must meet all the other witness criteria mentioned above.
  • Lawyer
  • Sworn Police Officer
  • Applicant's Employer
  • Minister of Religion
  • Teacher
  • Registered Medical Practitioner
  • Kaumatua

Photographs

All applicants, including babies, must provide two identical photos of themselves. Both photos must be the same in all ways taking care they are not damaged by staples, pins, paperclips, folding or ink.

Change in Gender Identity

You may have your passport issued displaying a new gender identity if:
  • You have had the gender on your New Zealand birth record changed through the New Zealand Family Court process.
or
  • If you can provide one of the following:
    • a declaration from the New Zealand Family Court, or
    • official documents from another country, recognising your new gender identity.


Transgender Applicants

If you are unable to provide any of the above documents, then your passport may be issued showing an ‘X’ in the gender field.

If you wish to have an ‘X’ in the gender field, you must complete the statutory declaration indicating:
  • How long you have been living in your current gender identity and request that your passport is issued showing the gender as ‘X’.
  • An acknowledgement that if your gender identity is changed through one of the above processes, then a new application and full fee will be required in order to have your new gender identity recorded in your passport.



If applying from outside New Zealand

If you are living outside New Zealand, you can apply for your passport from our Sydney, London or Wellington offices. You should use the form that matches the office location to which you are sending the application.




Application Forms and Fees

Once you have accessed and printed the form, complete the necessary information in pen and send the required supporting documents/material to the Passport Office.

The fees and requirements for passport applications are different depending on whether you lodge your application through our New Zealand office or at one of our overseas offices.

Please note that application forms must be handwritten. The Passport Office will not process forms completed on a computer. Hard copy versions of the forms are available from the Passport Office.

General Fee Information

Urgent Service Fee
The urgent fee can be waived or reimbursed when written evidence on official letterhead from a doctor, hospital or police is produced showing that the need to travel is due to bereavement or serious illness.

Callout Service Fee
This fee is only charged once where members of the same family or group are applying at the same time. The urgent fee applies for each application for the rest of the group. The callout fee can be waived or reimbursed when written evidence on official letterhead from a doctor, hospital or police is produced showing that the need to travel is due to bereavement or serious illness.

Handling Fee for New Zealand Diplomatic Posts
If you wish to send your passport application(s) to New Zealand, Sydney or London via a New Zealand Ministry of Foreign Affairs and Trade (MFAT) Post, a handling fee of NZ$50.00 is required. The handling fee is in addition to the relevant passport application fee. It also covers the return of the passport(s) via the Diplomatic Bag to the Post.
Only one handling fee is required per family/group.

Payments to Diplomatic Posts
If you are submitting your application through a New Zealand MFAT Post, payment can be made by bank draft or bank cheque, which should be made payable to the Post concerned in local currency. You can also use cash if submitting the application in person (do not send cash through the mail).

Dishonoured cheques
If a cheque is dishonoured by the bank, the applicant will be liable for any costs incurred by the Department of Internal Affairs in recovering that fee. Additional costs may include any reasonable bank and debt collector charges. Where fees have not been paid in respect of an issued passport, the validity of the passport may be affected. No further passports will be issued until outstanding debts have been paid.
