Digital Strategy Community Partnership Fund


Purpose

The Community Partnership Fund (CPF) is a contestable fund supporting community projects that work:
  • to realise community aspirations through using information and communication technology (ICT)
  • on ICT capability, confidence, content, and connection
  • in partnership with others.

Key information

The CPF forms one aspect of the Government’s Digital Strategy 2.0. The Digital Strategy 2.0 is an action plan to make New Zealand a world leader in using ICT.

The CPF contributes to the Digital Strategy 2.0 goals by assisting community ICT projects that aim to:
  • increase people’s capability and skills to use ICT
  • ensure confidence through an increased understanding of online safety and security
  • increase the availability and access to information and content that is important to people’s daily lives
  • develop or improve connection between individuals, organisations, and communities through the use of ICT.
Projects that receive CPF grants are community driven and have partners that provide financial or 'in-kind' contributions that match or exceed the funding applied for. Projects must be sustainable after funding from the CPF has ceased.

Timeline for the 2008 / 09 Funding Round

The 2008 / 09 CPF round has closed.

Priorities for Funding 2008 / 09

For 2008 / 09, there are two funding streams. Projects need to meet one or more of the following priorities.

Expansion of existing CPF projects

The CPF seeks projects that:
  • link up existing projects, through ICT, to encourage further collaboration and sharing of resources. For example, linking up ICT learning centres
  • support past CPF recipients to develop their projects to enable others to use their technologies and/or models. This may include support for past recipients acting as mentors or facilitators for other community organisations wanting to achieve similar outcomes (1)
  • replicate or expand into other regions (including national roll-outs) or other user groups, or
  • apply existing resources for a new use. For example, using existing video conferencing equipment for training.
New projects that support “Digitally disadvantaged New Zealanders”(2)

The CPF seeks projects that:
  • increase capability and skills to use ICT
  • demonstrate a particularly innovative use of ICT
  • demonstrate shared utilisation of resources through the use of ICT e.g. multi-use ICT hub, or
  • improve access to ICT and digitised information (these projects must also increase capability and skills to use ICT).
(1) Mentors/facilitators must be part of another 2008 / 09 CPF project, and must feature as a cost in the project budget. The activities related to mentoring/facilitation must be included in the project plan. EOIs relating solely to mentoring/facilitation will not be considered. Please freephone 0800 824 824 to discuss any projects that feature mentoring/facilitation.

(2) “Digitally disadvantaged New Zealanders” are likely to have low ICT skills and/or have little or no access or connection to ICT. They are likely to be:
a. living in rural and isolated areas
b. Māori, Pacific peoples and other ethnic groups
c. people on lower incomes
d. people with disabilities, or
e. older New Zealanders.

The EOI Pack is available on the Digital Strategy website. The Pack provides information and instructions on how to lodge an EOI for the CPF.

Funding Levels
Applications can be made for funding:
  • up to $5000
  • from $5001 up to $100,000
  • for $100,001 and over.

There are different requirements for the various levels of funding.

Background

Administered by the Department of Internal Affairs since 2005, the CPF is part of the Government's Digital Strategy. Two funding rounds have previously been completed, distributing $17.4 million to over 100 projects.

In August 2008 the Digital Strategy 2.0 was launched. The Digital Strategy 2.0 is about New Zealanders working together to make New Zealand a leader in the digital world and to create a prosperous, sustainable and vibrant society - smarter through digital.

In Budget 2008, the Government provided a further $6 million of contestable seed funding to partly fund community ICT initiatives that will improve communities’ capability and skills to use ICT and develop digital content.
