Management Team
Following is a summary of the Department's first, second and third tier managers (listed by Business Group, Branch, Office or Ministry) and a brief profile of each member of the Department's Executive Leadership Team (See also Our Organisation and What We Do). Brendan Boyle Chief Executive Secretary for Internal Affairs Secretary for Local Government Brendan Boyle commenced his role as Chief Executive of the Department of Internal Affairs on 4 February 2008, having been Chief Executive of Land Information New Zealand since August 2003. Prior to that he was the inaugural Director of the e-Government Unit at the State Services Commission, charged with leading the development of an e-government strategy and work programme. He holds a law degree (1990) from Otago University and an MBA (2000) from the Sloan School of Management at the Massachusetts Institute of Technology. He has also completed further executive education at the Harvard Business School and the AVIRA Leadership Programme at INSEAD in France (2010). Carolyn Risk Director, Office of the Chief Executive Carolyn started her role with the Department in October 2009, after having worked in a number of senior roles in the Ministry of Social Development for the previous three years. Since 1997 Carolyn has worked in senior management and policy roles within the public sector, in particular at the Ministry of Women's Affairs and the Ministry of Fisheries. While at the Ministry of Fisheries she was seconded to the office of the Hon Pete Hodgson as a Senior Advisor. Carolyn began her career in in the public sector in 1991 and until 1997 held a number of legal roles at the Law Commission, the Commerce Commission and the Ministry of Fisheries. She began her career in private legal practice and was a Litigation Partner in a private law firm from 1987 to 1991. Carolyn has a Master of Laws from the University of Michigan. Norah Familton Director, Business Services Norah Familton has been Director of the Business Services Branch since March 2005. Prior to joining the Department, she was General Manager, Customer Services for the Dunedin City Council. Norah began her career working in libraries in New Zealand, the UK and Canada before moving into general management. As well as the Dunedin City Council, she has held general management positions in Relationship Services and the Accident Compensation Corporation. As Director of Business Services, Norah has the following people reporting to her:
Mervin Singham Director, Office of Ethnic Affairs Mervin Singham was appointed Director, Office of Ethnic Affairs in October 2004. Mervin has previously been Chief Mediator for the Human Rights Commission, Complaints Manager for the Office of the Race Relations Conciliator, a mediator with the Ministry of Housing and a manager for Mobil Oil. He holds a Master of Laws (First Class) from the University of Auckland. The Office of Ethnic Affairs is a part of the Department of Internal Affairs. In this role Mervin has the following people reporting to him:
Janice Calvert General Manager, Executive Government Support Janice Calvert has been General Manager, Executive Government Support since December 2006, and Acting General Manager since June 2004. She has previously held the roles of General Manager, Capability and Communications and General Manager, Gaming and Censorship Regulation Group. Prior to that, Janice was General Manager of the Lottery Grants and Trusts Group. She has a Masters degree in Public Policy. As General Manager Executive Government Support, Janice has the following people reporting to her:
Keith Manch General Manager, Identity Services Keith was seconded to the position of General Manager Identity Services in April 2010. He has held the position of Deputy Secretary Regulation and Compliance since December 2006. Keith started his working life as a Police Officer before moving into management roles in a variety of regulation, compliance and enforcement functions. He has worked in the fields of competition law enforcement, consumer policy and law enforcement and welfare fraud. In his current role he is responsible for a range of functions including gambling policy, regulation, compliance and enforcement; censorship and anti-spam compliance and enforcement; fire, identity and civil defence policy and the monitoring of three crown entities. Keith has a Master of Communications from Victoria University of Wellington and has undertaken executive development at the Wharton School, University of Pennsylvania. He is an alumni of the New Zealand government's Advanced Leadership Programme. As General Manager of the Identity Services Group, Keith has the following people reporting to him:
Stephen Crombie General Manager, Government Technology Services Stephen Crombie has been General Manager, Government Technology Services since 1 July 2009. Stephen has spent 30 years in the ICT industry in sales, marketing and operational positions in UK and New Zealand. He has worked for Ericsson, Telecom New Zealand, Tait Electonics and as an independent consultant. Most recently he was in senior management at the State Services Commission. Stephen has an MSc in Management of Technology from the University of Sussex. Government Technology Services (known as GTS) is made up of four operating units with the following Directors:
Anne Carter Deputy Secretary, Local Government and Community Anne commenced her public sector career at the Department of Māori Affairs undertaking a variety of support and corporate roles before moving into policy. Her first role was with Manatu Māori, which soon progressed to managerial roles, finally as Man ager, Māori Labour Resource at Te Puni Kokiri. After a secondment to manage Te Ohu Kai Moana’s 1993 lease round she moved to the Ministry of Women’s Affairs in a policy management role before being appointed to a Sector Manager position at the Office of Controller and Auditor General. She became Chief Executive of the Ministry of Youth Affairs in 1999, initially in an acting capacity, until the recent transfer of Youth Affairs to the Ministry of Social Development. She was acting Chief Executive of the Ministry of Women’s Affairs at the time of her appointment to the Department of Internal Affairs. She took up her position on March 1 2004. John Hamilton Director, Civil Defence and Emergency Management John Hamilton manages the Ministry of Civil Defence and Emergency Management. He joined the Department of Internal Affairs in 2006. In his previous role Hamilton was the Chief of the Airforce, a four-year appointment that saw him tasked with moving the Airforce through a period of sustained change. John Hamilton has the following people reporting to him:
Craig Armitage Acting Deputy Secretary, Regulation and Compliance Craig comes to his role from the Department of Labour, where he has been Group Manager of the Workplace Policy Group. Craig was Acting Deputy Secretary at the Workplace Group during 2008 and 2009. His responsibilities included policy and service delivery for employment relations, health and safety and labour market regulation generally, policy for and monitoring of accident compensation, and managing relationships with both the Minister of Labour and the Minister for ACC. Craig has held a variety of general management positions including policy and research, service delivery, Crown Entity monitoring, and corporate and change-management roles. Craig holds an honours degree in Social Sciences (1990) from Massey University. He has also completed further executive education at Cranfield Business School in the UK and the Harvard Kennedy School in the US. As Acting Deputy Secretary Regulation and Compliance, Craig has the following people reporting to him:
